The 58th session of the Human Rights Council took action on the draft resolution entitled “Situation of Human Rights in Myanmar” (A/HRC/58/L.11/Rev.1) tabled by Poland on behalf of the European Union on 3 April 2025 in Geneva.
Myanmar always opposes country-specific resolutions and mandates which are created against the principles of impartiality, objectivity and non-selectivity in promotion and protection of human rights. The resolution extended the mandate of the so-called Special Rapporteur which has lasted over three decades without the support of the country-concerned. Furthermore, it continues duplication of unnecessary mandates between the so-called Special Rapporteur on the situation of human rights in Myanmar and the High Commissioner for Human Rights against Myanmar in addition to the so-called Independent Investigative Mechanism for Myanmar (IIMM) for unlimited timeframe.
Neither the intent of the resolution nor the elements contains therein help address the challenges that Myanmar has been facing but they incite mistrusts, divisions and polarizations between the national institutions and the people of Myanmar. Religiously motivated components of the resolution even serve as hate speech. Furthermore, it includes intrusive and infringing languages in internal affairs of the country and none of the sovereign countries can accept such interference in contrary to the principle of the sovereign equality of all Members of the United Nations.
The resolution goes far beyond the mandate of the Human Rights Council by calling international community to impose unilateral measures in contrary to the international law and the Charter of the United Nations. When Myanmar is still in a mourning stage from the detrimental impacts of the earthquake that struck on 28 March 2025, the sponsors tabled the resolution which deliberately targeted to hurt the socio-economic lives of Myanmar’s over 50 million population.
The challenges Myanmar has been facing were rooted in its independence along with armed movements of different groups linked to its colonial background. In light of complex historical background and geopolitical situation, it is for the international community to encourage Myanmar to reach a peaceful solution which is well suited to its national circumstances.

Since Myanmar steadfastly opposes the country-specific resolutions invented by certain groups of countries with the motive of meddling in the internal affairs of the country, Myanmar strongly rejects the said resolution as a whole and dissociates itself from the adoption of it.
